When the program was founded in 1982, it was hoped that keeping kids from using drugs by educating them to the dangers was possible. Unfortunately, by 1991 there were tons of studies showing that the program had no effect on drug use at all. Early versions of the program just didn't work. The idea behind D.A.R.E. was that if police officers told kids how bad drugs are and why they should stay away from them, they would. But they didn't think about why the program was not effective.
